The Town of Winthrop has partnered with a new emergency notification vendor, Everbridge, to communicate important announcements and alerts to Winthrop residents.
All residents and business owners are encouraged to sign up and register online to receive emergency alerts and notifications from the Town of Winthrop. The Town of Winthrop and Everbridge are committed to maintaining the highest levels of security with your personal data. Residents are required to register using their address and contact information on the new platform any personal information captured by the previous notification system (CODE Red) was not transferred due to privacy and personal information sharing concerns.
Residents that are subscribed will receive notifications related to Town of Winthrop alerts such as a weather emergency or a public safety alert.
Residents can receive notifications by phone call, text to a mobile device or email.

The Town of Winthrop will only utilize this system to communicate urgent information. Residents are able to opt out of the program through their online Everbridge profile.

The Town Council President has deactivated the State of Emergency for the Town of Winthrop.
There is a $5.00 fee for a parking permit and a fee of $10.00 for a visitor's placard whether you apply online or by mail. These fees are waived for senior citizens, or residents with a valid handicapped parking placard or plate issued by the RMV. Permit applications are fulfilled by mail and orders are not sent out until December.
In-Person applications are no longer accepted except under special circumstances by appointment. All applications are only accepted online or by mail.

Motorists must remove expired stickers prior to affixing the new 2026 sticker. Resident parking stickers must be affixed to the lower, driver's side corner of the windshield. Failure to remove expired stickers or affix new ones in their entirety to the window in this location may result in a parking ticket being issued. The permit cannot be left on the paper backing and placed on the dashboard.
City Hall Systems is the Town's vendor for parking permit fulfillment. If there is an issue with your order, you will receive an email from City Hall Systems. Please do not disregard this email. Doing so will delay fulfillment of your order.
Please apply only once per vehicle since duplicate orders for the same license plate will delay order fulfillment. Please apply online if possible since applying by mail will delay your order. If you have already applied for your permit but have not received it after ten business days (after mailing begins on December 2), please check your email (including spam or junk folders) for an email from City Hall Systems informing you of an issue with your order. If you are paying via ACH, the order will be delayed for five days before being fulfilled.

If your order has been delayed due to an issue with your registration (inactive or expired registration, vehicle not garaged in Winthrop, etc.) those issues must be resolved with the RMV before an order is fulfilled. If you are applying for permits for multiple vehicles with one application, the entire order will be held if one vehicle fails verification.When applying for a permit with the senior citizen/handicapped discount, only vehicles registered to the senior or holder of the HP plate or placard are eligible for the discount. Vehicles registered to other residents in the same household are not eligible for the discount and must apply separately.

Town Manager Anthony Marino is providing the following update to residents regarding ongoing impacts from yesterday's storm:
As of 4 p.m. Tuesday, Feb. 24, the Town of Winthrop currently has approximately 80 homes without electricity. Half of those being on Veterans Road where we had a utility pole break. The Town remains in contact with National Grid and they will continue with repairs until everyone’s power is restored.
Winthrop DPW have made repairs repairs to six of the seven water main breaks and the last one will be completed tomorrow. The last water main break has been isolated and does not impact any homes. At this time, water is restored to all homes and businesses in Winthrop.
DPW crews continued storm cleanup work today, and focused on the Town and School buildings as well as the municipal parking lots today.
The town-wide parking ban remains in effect for all areas where a vehicle cannot be parked with the wheels not more than 12 inches from the curb. This may require personal efforts to cut back and shovel the snowbanks. Please refrain from placing the snow back in the street. The Town will continue removing snow from business districts and municipal parking lots.
"On behalf of everyone in the Town of Winthrop, I need to extend my heartfelt thanks and gratitude for a job well done by Steve Calla and the entire DPW crew, and our Police and Fire Departments," said Town Manager Marino. "They handled everything that could possibly be thrown at them yesterday and performed amazingly under horrible conditions. They are true professionals and we are lucky to have all of them."

The Town of Winthrop will open a warming center at the AT Cummings School, 40 Hermon Street, starting today at 5 pm. Anyone who needs to warm up, charge a cell phone, or charge a medical device can stop by. We will have light refreshments available and staff on scene to answer questions about additional resources that are available during the snowstorm.
If the need arises and we have prolonged power outages, the warming center can convert to a temporary shelter.

The DPW is currently working on restoring water service to town due to multiple water main breaks.
Residents are encouraged to limit water usage during this time.

Motorists are reminded that winter parking regulations are in effect from November 15 to May 1 each year.
Town ordinance requires that upon announcement by the National Weather Service of expected or impending snowfall, vehicles must be removed from all but the following streets:
Vehicles must be removed from these excepted streets immediately upon cessation of snow during daylight hours or, in the case of storm events occurring during the nighttime hours, by 8:00 a.m. in order not to impede snow removal operations. Persons responsible for parking automobiles must keep informed at all times of snowstorm forecasts in order that vehicles may be properly removed from town streets.
Failure to move your vehicle to an accepted area may result in a $40 parking ticket, and your vehicle may be towed at the owner's expense. Please comply with the parking ban so the DPW can clear the roads. Other parking regulations, such as no parking within twenty (20) feet of an intersection, no parking within ten (10) feet of a fire hydrant, no parking in a crosswalk, handicapped parking, and other regulations remain in effect when finding suitable parking.
Residents and businesses are also reminded that the Town ordinance requires the owner or tenant of a property abutting a sidewalk to remove snow or ice from the sidewalk. The complete language of this ordinance is:
No owner or tenant of an estate abutting on a sidewalk shall place or suffer to remain for more than six hours between sunrise and sunset any snow upon such sidewalk or any ice upon such sidewalk unless such ice is made even and covered with sand, salt, ice melt or such other product so as to prevent slipping. The width of the area to be cleared shall be thirty-six (36) inches and suitable for passage of a wheelchair. The owner or tenant shall also ensure that any handicap access ramp on the sidewalk abutting the property is also cleared. No person in the act of removing snow from a sidewalk, driveway or any other area, cause snow to be placed in the street or other public ways. For each offense under this section, the owner or tenant shall be liable for fines of twenty-five dollars ($25.00) for the first offense; fifty dollars ($50.00) for the second offense and one hundred dollars ($100.00) for the third and each subsequent offense.

Power Outages:
No Power Outages, all homes and businesses have had power restored.
Water Main Breaks:
The last water main break on Veterans Road has been repaired. Currently, all homes and businesses in Winthrop have water.
Any residents who reside on Tileston Road, Girdlestone Road, or Marshall Street who had flooding and damage from the water main break, please contact the Town Manager's office to begin the process to file insurance claims through your Insurance Company and subrogation to our Insurance Carrier.
Snow Removal:
Our DPW crews continued their amazing work over the last few days as the cleanup from Monday’s storm continues. We focused on the Town sidewalks as well as our business areas. This morning, they removed snow from Crest Ave.
The Town-wide parking ban remains in effect for all areas where a vehicle cannot be parked with the wheels not more than 12” from the curbline. This may require personal efforts to cut back and shovel the snowbanks. Please refrain from placing the snow back in the street. The Town will remain committed to removing snow from business districts and municipal parking lots.
Again, I cannot say enough about the remarkable job done by our DPW crew and public safety personnel.

As off 12:00 PM (Noon) Tuesday, February 24, 2026, DPW crews are conducting snow removal operations in the Town Hall municipal parking lot. All vehicles must be removed from this lot while the snow removal is occurring. Failure to remove your vehicle may result in a $40 fine, and your vehicle may be towed.
Per town ordinance, vehicles must be removed from accepted areas in order not to impede snow removal operations.

November 4, 2025 Municipal election draft results
The Town of Winthrop has been notified of a new scam targeting Winthrop residents. Residents should be aware of of scammer companies calling homeowners claiming that they are working in conjunction with the Town of Winthrop offering water filtration systems due to contaminated water supply.
There are no reports of contaminated water in Winthrop. Winthrop receives pre/treated drinking water from the MWRA and the quality remains one of the highest in the country.

Town Manager Anthony Marino and Fire Chief Scott Wiley report that the Town of Winthrop has reached a three-year agreement with Cataldo Ambulance to provide Emergency Medical Services and transport ambulance services to the community.
Cataldo will provide the town with 24/7 coverage from a dedicated Advanced Life Support (ALS) ambulances at all times. Cataldo will also provide a Basic Life Support (BLS) ambulance seven days a week from 7 a.m. to 7 p.m., though those times may be adjusted based on community needs.
The new EMS contract guarantees that ambulances will be in town and available for transport at all times.
Cataldo operates ambulances bases in several communities that neighbor Winthop, so even at times when Winthrop ambulances are in service, Cataldo will be able to move resources to ensure Winthrop continues to receive timely service.
The contract begins on Monday, Sept. 8.
Also, the Town has negotiated with our Fire Union an updated pay scale for paramedics, and has offered to pay for half of the cost of paramedic training for those who are interested in getting their Paramedic Certification.
The goal of the new offers for our fire fighters is to build the town’s roster of paramedics, and to have the town provide its own BLS ambulance services in addition to Catalado’s services in late 2027.
Under the new contract, Cataldo will provide GPS tracking for all of the ambulances serving Winthrop, and will hold biweekly meetings with Chief Wiley to monitor any growing or changing needs within the community.
The contract stipulates that Cataldo will respond to 90 percent of emergent ambulance calls within seven minutes, and to 90 percent of non life-threatening calls within 13 minutes, with monthly response time reports being delivered to Chief Wiley to assure that standards for response times are being met.
Cataldo will also provide quarterly training to Winthrop Fire personnel, and will give Winthrop Fire personnel continuous access to training software.
“Cataldo operates bases in Chelsea, Lynn, Revere, Everett and several other nearby communities,” said Chief Wiley. “Working with Cataldo gives us access to all of their assets that are currently surrounding us, and it helps ensure expedited response times whenever an ambulance is needed. We put great care into this contract to ensure that it provides us with the most prompt and effective ambulance service possible.”
“We are excited to have Cataldo Ambulance starting on September 8, 2025,” said Town Manager Anthony Marino. “Cataldo has better coverage in the area as they currently serve Revere, Chelsea, Everett, Lynn, Salem, Malden, and Somerville, as well as other nearby towns. They currently own a facility in Winthrop, which they will staff and maintain, and will also keep two ambulances in Town. Given the regionalization efforts with Revere and Chelsea and other neighboring communities, we are confident Cataldo will provide excellent ambulance service within acceptable industry standard response times. This will also allow us to pull additional resources when needed during large-scale emergency medical and fire incidents.”
Massport will be hosting a hybrid (in-person and virtual) public information session regarding the upcoming Runway 27 Safety Area (RSA) Improvements Project on Tuesday, July 15th at 6:00 PM. This project will require the closure of Boston Logan International Airport’s Runway 9-27 for approximately 75 days, beginning in September.
The information session will cover the project’s purpose, schedule, and temporary impacts.

Massachusetts Registry of Motor Vehicles Cautions Public to Beware of Text Scams
Do not open links in messages which request payment or other information
Customers should only use Mass.Gov/RMV for online RMV Services
The Massachusetts Registry of Motor Vehicles (RMV) is cautioning the public to beware of text messages that allege to be from the RMV that request payment or other information. The practice, also known as smishing, can involve messages stating the RMV will take action against an individual due to unpaid fees.
Attempts have been made in Massachusetts and several others states to trick individuals into sharing credit card numbers and other sensitive information, directing them to websites to pay outstanding balances. The RMV strongly encourages customers not to click links contained in such messages.
“If you receive any kind of message telling you to make a payment or that you need to act quickly, do NOT click the link. The RMV will never text you looking for payment,” said Registrar of Motor Vehicles Colleen Ogilvie. “Scammers will often convey urgency to manipulate you. If you need to perform a Registry transaction online, be sure to only use Mass.Gov/RMV.”
A wave of current text messages circulating warns of traffic ticket enforcement and that immediate action must be taken to avoid license suspension and vehicle registration revocation and impact to one’s credit score. The texts referenced a false regulation that allows for this enforcement action. These texts are being customized with dates and different states and can include the word “Massachusetts” to trick individuals into immediate payment.
Scammers will sometimes create links that mimic the names and URLs of official websites. Customers should only use Mass.Gov/RMV for online RMV services.

The Town Manager’s office and the Department of Public Works is notifying all residents and business owners on Revere Street (between Magee’s corner and Shirley St.) that we have authorized night work on Friday, May 16th to install the asphalt binder course on this section of roadway. This authorization has been granted in an effort to expedite the roadway construction and lessen the traffic impacts in this mixed business / residential zone that also serves as a main corridor to the Gorman Fort Banks School and is a designated bus and truck route. The work is scheduled to begin at 6PM on Friday evening and will go through the night into Saturday morning. All work will be completed, and the roadway will be re-opened to traffic, no later than 9AM on Saturday morning. Police details will be on-site for the full duration of the work to ensure pedestrian safety. Please expect detours during this work and no on-street parking will be permitted within the limits of this work while the paving operation is underway.

Chief John Goodwin is pleased to report that Officer Guy Prather is being recognized by the Winthrop Police Department for saving a man's life while off-duty and on vacation in Spain. On Monday, April 28, at approximately 9:45 a.m. Central European Time, Officer Prather and his wife were on vacation in Arcade, Spain, and hiking when Officer Prather noticed a man who had fallen and was bleeding from his forehead.
Officer Prather approached to provide assistance, and realized the man was in cardiac arrest and had no pulse. Officer Prather immediately began CPR, providing chest compressions for approximately six minutes until paramedics arrived to take over care. Even after paramedics arrived, Officer Prather continued to assist with a bag valve mask until additional personnel arrived. The patient regained a pulse and was eventually taken to a local hospital by medical helicopter. Officer Prather heard nothing further about the man's condition that day and continued on his hike with his wife after providing assistance. A day later, in the town of Caldas de Reis, Officer Prather and his wife were approached outside a cafe by two men who were friends of the victim. They informed Officer Prather that the patient had survived, and that doctors said the early application of CPR likely saved his life.
Officer Prather and his wife then learned that the man he helped save -- Alberto -- was part of a group of hikers who were participating in the same multi-day hike to the Cathedral of Saint James in Santiago. Officer Prather and the friends of the victim exchanged contact information, and days later, met up in Santiago, Spain, where the patient and his wife were able to join and meet them. Officer Prather and his wife were able to spend two days in Spain with the patient, Alberto, and his wife Ana, and had dinner with them and some friends.
"This was a truly incredible, emotional experience," said Officer Prather. "I feel lucky to have been in the right place at the right time to help."
Friends of the victim who work as police in Spain provided Officer Prather with two badges from their departments, and Officer Prather now intends to mail them Winthrop Police patches.
Officer Prather will soon receive an official commendation from Winthrop Police for his actions.
"I couldn't be more proud of Officer Prather, and the example that he sets for others," said Chief Goodwin. "Even off-duty, our officers remain committed to saving lives and helping others."

Traffic Advisory: Revere Lane Closures - Route 16 Bridge over Route 107
Targeted bridge repair work begins Tuesday, January 28
REVERE – The Massachusetts Department of Transportation (MassDOT) is announcing lane closures on Route 16 in the area of the bridge over Route 107 in Revere. The lane closures will begin on Tuesday, January 28, and will remain in place 24/7 to facilitate targeted repairs on the bridge. The repairs will be completed in three phases.
During the first phase, the following work will be included:
Drivers are advised to seek alternative routes during this repair effort. Detour signage will be in place to guide traffic around the work area.
Appropriate signage, law enforcement details, and advanced message boards will be activated to inform drivers of the situation.
Drivers traveling through the affected area should expect delays, reduce speed, and use caution.
The first phase of repairs is expected to be completed in mid-March with overall completion of the project expected in early May. An updated advisory will be issued ahead of the start of the second phase of repairs.
All scheduled work is weather dependent and subject to change without notice.

Public Health Director Meredith Hurley and Police Chief John Goodwin are warning the community that there has been a dramatic increase in the number of overdose deaths in town this year, and they are urging residents to make use of multiple services that are available to help.
The Town of Winthrop experienced five overdose deaths in 2023, but so far this year there have already been a dozen deaths linked to drug overdoses, a more than 200 percent increase over last year.
"This news is tragic, and we are now concerned because the holiday season is approaching, and we have historically seen rates of substance misuse increase overall during this time of year," said Director Hurley. "We want everyone in our community to know that we have many resources available to help those struggling with substance use disorder. We want to help save lives."
The Winthrop Department of Public Health offers free Narcan and free fentanyl test strips that can be picked up in the department's offices or mailed to an address in the community with no questions asked.
There are also Peer Recovery Coaches available to support those who are contemplating, seeking, or currently recovering from substance use disorder. Abstinence from substances is not required to connect with Peer Recovery Coaches, who are provided confidentially and free of charge.
Winthrop Police and the Department of Public Health are also urging residents who use substances to never use alone or in isolation, where there is no one to help in the event of an overdose. Both departments urge users to ensure they always have Narcan on hand.
Those who are using alone can contact the Never Use Alone Hotline at 877-696-1996. The hotline is available 24 hours per day, 7 days per week.
Anyone interested in being connected with Narcan, fentanyl test strips, or a peer recovery coach, or anyone who has additional questions, should email the Winthrop Community and Law Enforcement Assisted Recovery (CLEAR) Team at: clearteam@winthropma.gov.
"We want to spread the word that the drugs in our community are claiming lives at a record rate this year," said Chief Goodwin. "The Winthrop CLEAR Team has multiple ways to help those struggling with substance use disorder, and we are pleading with users to make use of those services before it's too late."
